‘Review Request Submission Unsuccessful for’ – Google Adsense Error

Requesting a Google Adsense review for a site with disabled ad serving has been practically impossible for me for the past 2 days. – I keep getting the error “Review request submission unsuccessful for xyxx.com” – The request review form has been completed and submitted multiple times, but each time, the same message displays

Any post pointing this error out on the Google community has been closed and marked as a duplicate post and referred to a post that speaks about a disabled AdSense account, but In this case, the AdSense account is still active only Disabled ad serving. My review was last rejected in Nov 29, 2023

Has anyone else seen this error and how did you resolve it?
